The German government’s central dialogue forum for improving energy efficiency for society as a whole

Our mission

Germany has set itself ambitious goals for climate protection and energy efficiency. The energy supply must be shifted towards renewable energies to the greatest extent possible, and at the same time, the energy demand must be reduced, especially in the building, industry and transport sectors. It will require suitable measures and instruments as well as increased efforts in all areas of consumption.

Measures and instruments were developed as part of various activities of the Energy Efficiency Platform. It was launched by the Federal Ministry for Economic Affairs and Climate Action as a central dialogue process in 2015. dena was first commissioned by the Federal Ministry for Economic Affairs and Climate Action in 2016 to act as the administration office for the organisational support of the Energy Efficiency Platform.

The process for the Energy Efficiency Roadmap, ‘Energieeffizienz für eine klimaneutrale Zukunft 2045’ (Energy efficiency for a climate-neutral future 2045), which was launched in 2020, was also part of this dialogue. The aim was to contribute to the achievement of national and European energy consumption targets based on the expertise of many different stakeholders. Business, consumer and environmental organisations, trade unions, energy agencies and federal and state ministries were involved.

Our approach

dena’s responsibilities included the preparation, organisation and follow-up of working group meetings, specialist events, regional consultation events and plenary sessions. This included the following measures:

  • Discussing sector-specific and cross-sectoral paths towards a climate-neutral future in 2045 and the contribution of energy efficiency
  • Identifying ways to implement these paths
  • Developing specific instruments and measures
  • Injecting key results and recommendations for action for instruments to strengthen energy efficiency into the political processes, such as the design of the government’s energy efficiency policy and the Energy Efficiency Strategy.

dena communicated the results to stakeholders and a professional public. The broad participation of stakeholders helped ensure the real-world relevance of the recommendations for action.

Our milestones

April 2024: publication of the concluding report entitled ‘Energieeffizienz für eine klimaneutrale Zukunft 2045’ (Energy efficiency for a climate-neutral future 2045)

August 2016: the Energy Efficiency Green Paper created a basis for considering the key challenges in the area of energy efficiency, including the ‘Efficiency First’ principle and the topics of sector coupling and digitalisation. The paper was the result of a consultation process consisting of an online consultation and various regional events organised by the Energy Efficiency Platform.
