Negative carbon emissions as a long-term strategy
National long-term strategy for handling unavoidable residual emissions
Goal: to support the Federal Ministry of Economics and Climate Action in developing the long-term strategy for negative emissions (LNe) for handling unavoidable residual emissions
Topics: Legal framework, Infrastructure, Transforming the economy and society
Runtime: 2024–2025
Our mission
In the Federal Climate Protection Act, Germany has set itself the goal of becoming greenhouse gas-neutral by 2045 and net negative after 2050. To this end, emissions in particular must be greatly reduced. It is also necessary to remove carbon to offset unavoidable residual emissions from industry or agriculture, for example. The corresponding methods for carbon removal must be developed and scaled up at an early stage.
The long-term strategy for negative emissions (LNe) fulfils a mandate from the coalition agreement. It outlines the framework conditions for an efficient, sustainable and climate-friendly ramp-up of carbon removal measures. A key prerequisite for this is that the pressure to reduce emissions remains despite the use of carbon removal measures.
Our approach
dena analyses the need for carbon removal by modelling residual emissions in Germany. To this end, dena will draw on the expertise of Prognos and Öko-Institut e.V. dena also coordinates a broad stakeholder dialogue and involves stakeholders from business, science and politics in the development of the strategy. In addition, dena is carrying out a comprehensive evaluation of the various carbon removal measures based on a scientifically recognised assessment framework.
