North Rhine-Westphalia (Germany): Task Force for Accelerating the Expansion of Wind Energy

Support for the state of North Rhine-Westphalia in implementing the task force

Goal: to designate approximately two per cent of the land in North Rhine-Westphalia for the construction of new wind turbines by the end of 2025

Topics: Renewable energies, Generating and distributing energy

Runtime: since 2023

Our mission

Two per cent of land across Germany must be designated for the construction of new wind turbines to harness the energy of the wind by the end of 2032 – more than twice as much land as before. Each federal state needs to provide a certain amount of land to this end. North Rhine-Westphalia will designate 1.8 per cent of its land area for the use of wind power, which should take place by the end of 2025.

As a subcontractor of PD, dena supports the implementation and development of the task force. The renewed cooperation with PD in the context of federal states is preceded by a similar project for Baden-Württemberg that has already been completed and another consultancy project for Lower Saxony on PV tender design.

Our approach

dena supports the working groups within federal states with specialist know-how and expertise.

dena leverages regular dialogue with the ministries (in particular the Ministry of Economic Affairs, Industry, Climate Action and Energy (MWIKE) of the state of North-Rhine Westphalia) to identify obstacles that stand in the way of accelerating the expansion of wind power.

Many issues relating to wind power and its expansion at state level require more detailed analyses and research. dena helps create a better understanding of complex issues and derive effective measures through technical analyses and opinion papers.

Our milestones

  • October 2024: consultation with dena on ‘supplying commercial and industrial areas with regional green electricity without relying on the public grid’
  • August 2024: input from dena on the superstructure of grid connection points
  • August 2024: consultation with dena on the topic of wind energy on state-owned land
  • July 2024: support by dena on microcorridors for transport
  • July 2024: input from dena on the clause in the German Building Code granting municipalities more latitude in planning wind power projects
