FELICITY II (Financing Energy for Low-carbon Investment – Cities Advisory Facility)

In both Kazakhstan and Uzbekistan, the buildings sector is one of the largest consumers of energy. The potential for energy savings is therefore considerable. 

This is where the FELICITY II (Financing Energy for Low-Carbon Investment-Cities Advisory Facility) project, commissioned by the German Society for International Cooperation (GIZ), comes in. Together with national and international partners, it promotes energy-efficient new builds and refurbishments. It develops appropriate policy frameworks and strengthens technical and institutional capacities. It also supports innovative financing mechanisms and bankable investment projects. 

In this way, the initiative is helping to decarbonise the building sectors and achieve the ambitious climate targets of both countries. 

Objectives of the FELICITY II project: 

• Promoting energy-efficient buildings 

• Improving the framework conditions for investment in climate-friendly infrastructure 

• Developing and preparing bankable low-carbon investment projects
