Our mission: Decarbonising the building sector in Central Asia
In both Kazakhstan and Uzbekistan, the buildings sector is one of the largest consumers of energy. The potential for energy savings is therefore considerable.
This is where the FELICITY II (Financing Energy for Low-Carbon Investment-Cities Advisory Facility) project, commissioned by the German Society for International Cooperation (GIZ), comes in. Together with national and international partners, it promotes energy-efficient new builds and refurbishments. It develops appropriate policy frameworks and strengthens technical and institutional capacities. It also supports innovative financing mechanisms and bankable investment projects.
In this way, the initiative is helping to decarbonise the building sectors and achieve the ambitious climate targets of both countries.

As part of FELICITY II, dena is working with government departments, public institutions and international partners to further develop energy efficiency standards.
The FELICITY II project
builds professional expertise through training,
supports pilot projects for the energy-efficient refurbishment of residential and public buildings,
further supports the development of innovative financing mechanisms,
promotes the international exchange of knowledge,
and establishes practical solutions that can be scaled up beyond pilot projects and integrated into national structures in the long term.

2026:
- Development of a building typology
- Study trip as part of the German-Kazakh energy dialogue
- Pilot project: modernisation of an energy-efficient hospital in Karaganda (Kazakhstan)

- Model for building refurbishment in Kökschetau (Kazakhstan)
- Introduction of the role of energy consultant in Kazakhstan
2024:
- Pilot project in Nukus (Uzbekistan) to modernise a prefabricated block of flats
- Discussions between the European Investment Bank (EIB) and the Kazakhstan Housing Company (KHC) on financing energy-efficient housing
