
Ukraine: ‘Studie-Energiegemeinschaften’ (Study on energy communities)
Goal: to enable stakeholders to support the development of energy communities in Ukraine. The study records the status quo, summarises knowledge, presents best practices and makes recommendations, including on the regulatory framework.

Our mission
dena makes a contribution to the development of energy communities in Ukraine on behalf of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, financed by the ‘Supporting structural change in the Ukrainian coal regions’ programme of the Federal Ministry for Economic Affairs and Climate Action, and in cooperation with Ukrainian non-governmental organisations. Energy communities can play a major role in the energy transition and in the reconstruction of the country.
However, as ‘citizen-owned energy’ is still a relatively unknown approach, these questions arise: How can energy communities be implemented in Ukraine? And what kind of support do they need?
The project records the status quo and describes development prospects in order to build awareness and knowledge and improve the framework conditions.
Our approach
The study introduces the concept of energy communities, shows examples of them in Ukraine already and describe current legislation for energy communities in Ukraine. Interviews were conducted with representatives of municipalities in Ukraine and with energy experts. The study provides further sources of inspiration for implementation from other countries (good practices) and shows who the key players are and what role they play in development.
Our milestones
- 2024: around 20 experts from Ukraine and the EU gave feedback during an online workshop in June. This was also an opportunity for further networking between experts from Ukraine and other countries.
