Cooperation between ten European energy agencies to implement Article 11 of the EU’s Energy Efficiency Directive

Our mission: Optimisation of the regulatory frameworks for energy audits and energy management systems

Adopted in September 2023, the amendment to the EU’s Energy Efficiency Directive (EED) has resulted in new requirements that need to be implemented at national level by the EU Member States. At the core of Article 11 of the EED are obligations to carry out energy audits and introduce energy management systems (EnMS) in companies. The article also focuses on supporting companies in implementing energy efficiency measures.

The project focuses on cooperation between the energy agencies and the exchange of experience on the key topics of energy audit obligation, energy management systems and the implementation of energy efficiency measures in companies. The project strengthens cooperation and dialogue among the European energy agencies.

Our approach: Leveraging and strengthening cooperation among European energy agencies

The exchange between the energy agencies makes it possible to benefit from the experience of the other partner agencies. In this manner, the findings from the project work can be incorporated into the respective national implementation of the Energy Efficiency Directive.

The project aims to support the energy agencies in transposing the EED into national law and to show them options for action for the legal design. To this end, the current national programmes will be analysed and evaluated against the background of the new EED. The focus is on capturing and managing data and promoting standards in order to implement more energy efficiency measures that were recommended through the audits and energy management systems. In addition, new key performance indicators for resource efficiency will be developed in order to integrate them into audits and energy management systems.

The focus of LEAPto11 is on:

  • supporting the EU Member States in implementing the new Article 11 of the EED,
  • analysing the regulatory frameworks for energy audits and energy management systems in the Member States and
  • identifying options for action to optimise national implementation.

Goal: to initiate 300 to 350 new business networks between 2021 and the end of 2025, which together will save 9 to 11 TWh of final energy and 5 to 6 million metric tons of greenhouse gas emissions
