Carbon management strategy

National carbon management strategy for handling carbon capture, utilisation and storage technologies (CCU/S)

Goal: to develop a national strategy for handling CCU/S technologies

Topics: Overall system, Legal framework, Industry, Transforming the economy and society

Runtime: since 2023

Our mission

It will not be possible to achieve greenhouse gas neutrality without the use of carbon capture and utilisation or storage (CCU/S) according to all relevant climate neutrality studies, as some emissions, including those from the cement industry, cannot be avoided by other means and would otherwise remain as residual emissions.

The legal and regulatory framework in Germany needs to be adapted for the use of carbon management technologies; yet, some technologies are still controversial. For this reason, a national carbon management strategy (CMS) that defines the conditions under which CCU/S should be used should be developed. The strategy also considers which technologies are required, what challenges exist and how an efficient ramp-up can be realised.

Our approach

As part of the project, dena supports the Federal Ministry for Economic Affairs and Energy in developing the carbon management strategy. To this end, dena analysed the role of CCU/S in the transformation of various sectors. It worked together with Prognos and FutureCamp, among others, who carried out a modelling of CCU/S requirements. The potential and safety aspects of carbon dioxide storage were examined holistically in cooperation with the Federal Institute for Geosciences and Natural Resources. dena also conducted an extensive stakeholder dialogue on behalf of the Federal Ministry for Economic Affairs and Energy. In the process, possible applications of carbon management technologies were discussed at several large plenary sessions.

As early as 2022, dena coordinated the preparation of the evaluation report on the Carbon Capture and Storage Act (Kohlendioxidspeichergesetz, or KSpG). Recommendations for the amendment of the law were formulated in this report.
