System Transformation in Ukraine

The aim of the project was to pursue the objective of charting a path for the integration of renewable energy sources within Ukraine’s electricity system. Experiences from the energy transition in Germany were shared with the Ukrainian partner.

To this end, experiences and findings from the energy transition in Germany were shared with the Ukrainian partner in order to enable a faster transformation of the Ukrainian energy system.

The ‘System transformation for an optimised integration of renewable energy sources in Ukraine’ project was carried out by dena with the support of Elia Grid International (EGI) and iC consulenten (iC).

The project focussed on the technical optimisation of electricity grids and the identification of political challenges and recommendations for the better integration of renewable energies.

EGI carried out special training for the TSO Ukrenergo with the help of the German TSO 50Hertz. In these training sessions, practical insights into 50Hertz’s grid operation were provided and German technology providers demonstrated best practice examples for the operation of the transmission grid at each training session. The analysis of the workshops and training sessions is summarised in the following publications:

  • AS-IS report (EGI): the document highlights the situation of the Ukrainian electricity system in 2018, as well as the main challenges regarding the integration of renewable energies into the system.
  • Gap analysis (EGI): a gap analysis report was prepared for the transmission grid following five workshops with experts. This additional document analyses the situation of the Ukrainian TSO and highlights key areas that would benefit from improvement.
  • Status analysis (iC consulenten): the document illustrates the current status of Ukraine’s energy policy in the field of renewable energies.
  • A concluding report and recommendations (iC consulenten): in close cooperation in five workshops with experts, a concluding policy recommendation report was drawn up summarising the outcomes.
  • Concluding report (dena): the report summarises all the challenges and measures published in the abovementioned reports. Both technical and legal aspects are analysed. Key topics are integration into the electricity grid, general framework conditions and market design.

The ‘System transformation’ project is the basis for the newly established Renewable Energies working group within the German-Ukrainian Energy Partnership, which began its work in August 2020. You can find further information on the working group here.
