The challenge

Switzerland aims to become climate neutral by 2050. A study commissioned by the Swiss Federal Office of Energy (SFOE) shows that carbon capture and storage of around 7 million metric tons of CO2 per year from sources such as waste incineration plants and cement works is required to achieve this target. The right regulatory frameworks must be created by 2030 in order to be able to scale up. The Federal Office for the Environment (FOEN) has commissioned a detailed cost estimate for the construction and operation of a CCS infrastructure in Switzerland.

Our solution:

BAK Economics AG and dena analysed the costs of setting up and operating the future CCS system in Switzerland until 2050, based on a specific implementation plan. The study is based on Switzerland’s energy and climate policy goals and takes into account the level of knowledge up to the beginning of 2023.

It found that the cumulative total costs amount to around 16 billion Swiss francs. Around one-third of these costs consist of investments in infrastructure (CAPEX) and two-thirds comprise ongoing operating costs (OPEX). At 56 per cent, carbon capture accounts for the largest share of costs, whereas the share of the costs for storage is only 3 per cent.

The effect:

The results of the investigation can serve as a basis for decision-making by the government and other stakeholders. Regulation, subsidies and market design can be customised to enable the necessary ramp-up of the CCS system. Speed will be key to the process: The calculations made assume a prompt start to construction and rapid implementation.
