Our task: strengthening German-Israeli relations in the energy sector
The German-Israeli energy partnership strengthens bilateral relations between Germany and Israel in the energy sector. This is made possible by an intensive exchange of experience between the ministries and subordinate authorities with the involvement of the private sector. This makes an important contribution to the international energy transition, climate protection and ensuring a resilient and sustainable energy supply.
Cooperation in the energy sector since 2022
The energy partnership is based on a declaration of intent on cooperation in the energy sector dated 23 March 2022 and is being implemented on the German side by the Federal Ministry for Economic Affairs and Energy (BMWE) in close coordination with other federal ministries and on the Israeli side by the Ministry of Energy and Infrastructure.
Our approach: Close dialogue on important topics
Based on a joint work programme, the partner ministries develop solutions to the challenges of energy transformation in Germany and Israel every year within the framework of agreed exchange formats. This means that a wide range of activities, such as delegation and expert trips, workshops and the preparation of joint studies, as well as special projects such as joint cyber security exercises, take place throughout the year within the two working groups of the energy partnership. Topics covered by the energy partnership include
- issues relating to electricity grid technology (grid flexibility and electricity storage)
- the ramp-up of the hydrogen market
- the protection of physical and digital critical energy infrastructure
- the digitalisation of the energy system
Work is also being carried out on the topics of electromobility, hydrogen, agrivoltaics and energy efficiency.
Our milestones
- September 2025: Trilateral delegation trip on the topic of microgrids and grid resilience in three German cities. The 19 participants included representatives from the Israeli Ministry of Energy and Infrastructure (MoEI), the Ministry of Finance (MoF), the Israel Electric Corporation (IEC), the Israel Electricity Authority (IEA), the independent grid operator NOGA, the Tkuma Directorate and a representative from the Palestinian grid operator Jerusalem District Electricity Corporation (JDECO).
- November 2024: Multilateral cyber security exercise and subsequent delegation trip on the topic of crisis communication and management with participants from Australia, the USA, Israel and Germany. This resulted in a multilateral cooperation format on cyber security in the energy sector that continues to be active.
- May 2024: The Israeli Ministry of Energy and Infrastructure and the German National Research Centre for Applied Cybersecurity (ATHENE) invest over two million euros over a period of three years in research into applied cybersecurity in the energy sector.
- June 2023: The German-Israeli exchange on grid flexibilisation led to the adoption of a regulation that - by introducing a connection right for small and medium-sized photovoltaic systems - provides an additional 2.5 GW of renewable energy capacity in the Israeli power grid.
- May 2023: Israel adopted its first hydrogen strategy following intensive dialogue with German experts during a delegation trip.
