Regulatory models for climate-neutral district heating in Germany

In order to promote the decarbonisation of existing district heating networks, the European Union is focussing, among other things, on facilitating third-party access for providers of climate-neutral heat. Against this background, dena has analysed various models for third-party access as part of this study. A total of four different approaches based on concepts from the EU Commission and the Climate Protection Act of the State of Berlin were analysed. The approaches were evaluated as part of a multi-criteria analysis, which was developed together with seven stakeholders from the industry and its environment.
