Welcome to the latest issue of the biogaspartner newsletter - an information service from the German Energy Agency (dena) covering all aspects of biomethane. This newsletter informs you, among other things, on topics including the publication of the draft bill to amend the Energy Industry Act (EnWG), the new supply contract for the purchase of bio-LNG between EnviTec Biogas and the shipping company TT-Line, and the construction of a new Refuels bio-CNG filling station in Magor, South Wales.

NEWS
Now available in English: Biomethane Industry Barometer 2025
The German biomethane market is in a tense situation. Falling demand for biomethane and the collapse in the EEG business are putting pressure on the market. In contrast, important steps have been taken to stabilise the market in terms of GHG quotas. The same applies to connection requests for plants that are already planned. While the potential of the heating market has yet to be tapped, supply and demand are increasing significantly in other European countries.

BMWE draft bill to amend the Energy Industry Act (EnWG) envisages cuts for biomethane
TThe current draft bill to amend the German government's Energy Industry Act (EnWG) envisages massive hurdles for the grid connection of biomethane plants. The current provisions of the Gas Network Access Ordinance are to be repealed without replacement at the end of June 2026, and network operators could refuse to connect biomethane under certain conditions in future. Industry representatives and federal states such as Bavaria criticise this as a ‘biomethane abolition strategy’ and are calling for non-discriminatory access and binding cost regulations. In the Federal Network Agency's determination procedure (BK7-24-01-010), new access rules for biogas are to be defined after the end of the GasNZV. This determination is intended to regulate, among other things, grid access, balances and quality requirements for biogas.

Groundbreaking ceremony for Südzucker Bio Energy Hub in Tröglitz near Zeitz
Südzucker has broken ground in Tröglitz near Zeitz for a new Bio Energy Hub, which is scheduled to start producing biomethane from sugar beet pulp in autumn 2027 to supply the Zeitz sugar factory. The 15-hectare plant is part of a climate protection agreement with the BMWE worth up to €227.5 million and is intended to replace fossil fuels such as natural gas and lignite. The project strengthens the regional circular economy, reduces CO₂ emissions and secures jobs after the coal phase-out. Heat pumps and a gas-fired lime kiln will also be included in the conversion..

The municipality of Peiting is re-tendering the biomethane supply for the town's own CHP plant
The municipality of Peiting is re-tendering the gas supply for its combined heat and power plant in the ice rink across Europe, as the previous supply contract with Energie Schwaben expires at the end of 2025. From 2026 onwards, 100% biomethane with EEG certification will continue to be purchased for the annual requirement of 1,533,100 kWh in order to secure the feed-in tariff (2024: £106,093 net). The contract is to run for three years and will be awarded exclusively on the basis of price. The mayor was authorised to award the contract.

Joint study by IW and WI takes a critical view of the introduction of a green gas quota
A joint analysis by the German Economic Institute and the Wuppertal Institute on behalf of Bellona Germany takes a critical view of the concept of a green gas quota (GGQ). Although the quota, planned for 2027, is intended to promote the ramp-up of climate-friendly gases such as hydrogen and biomethane, the study warns of inefficient use of funds, rising costs and little impact on climate policy. The building sector in particular would be burdened by higher prices without benefiting significantly from the admixture. The authors do not see the GGQ as an effective instrument for decarbonising the gas supply.

MOBILITY
EnviTec and shipping company TT-Line sign bio-LNG supply agreement
EnviTec Biogas and shipping company TT-Line have signed a supply agreement for bio-LNG, which will provide renewable fuel for liquefied petroleum gas-powered ro-pax ferries such as the Peter Pan in future. The bio-LNG is produced from organic waste at EnviTec's BioEnergy Park Güstrow and can reduce CO₂ emissions by up to 100% compared to marine diesel. The cooperation supports TT-Line in complying with the new FuelEU Maritime requirements for reducing greenhouse gas intensity in maritime transport. Refuelling is carried out flexibly by truck, and the first deliveries have already been successfully completed.

Rolande opens new bio-LNG filling station for lorries in Großmehring
On 22 October 2025, bio-LNG producer Rolande opened a new bio-LNG filling station in Großmehring (Bavaria) that is powered entirely by bio-LNG produced from organic waste. The station is located directly on the A9 motorway and is open around the clock – it enables CO₂ savings of up to 200% compared to diesel. To mark the launch, Rolande is offering an introductory price of €0.65/kg LNG net until 30 November 2025. With the new facility, Rolande is strengthening its presence in the German market and continuing to expand its Europe-wide network of filling stations.

Edeka NST opens bio-CNG filling station in Marktredwitz
Edeka Nordbayern-Sachsen-Thüringen (NST) has opened its first bio-CNG filling station in Marktredwitz and plans to convert to 60 gas-powered trucks by 2026. The biogenic fuel made from organic waste reduces the logistics fleet's CO₂ emissions by up to 90%. The filling station was realised in cooperation with OG Clean Fuels and is intended to serve as a model for further locations in Saxony. Edeka's transport partners are also being included in the switch.

Pfennig Group expands its logistics fleet with 20 new Iveco S-way CNG trucks
The Pfenning Group, a logistics company, has added 20 new gas-powered Iveco vehicles to its fleet, including 16 tractor units and 4 chassis powered by bio-CNG. The vehicles are refuelled at a new filling station in Nerdlen, which was built in cooperation with OG Clean Fuels. With ranges of up to 800 km and virtually CO₂-neutral driving, the aim is to promote the decarbonisation of heavy goods transport in the region.

HEAT
Stadtwerke Sindelfingen commissions biomethane plant for waste recycling for district heating network
Sindelfingen municipal utilities will in future feed processed biomethane from biowaste from the districts of Böblingen and Esslingen directly into its own gas network. The new fermentation plant in Leonberg supplies raw biogas, which is transported via a 3.5 km pipeline to the ‘Energiedrehscheibe Nord’ (Northern Energy Hub), where it is refined into biomethane – with the aim of supplying around 2,000 households with climate-friendly heat. The project is considered a model for circular economy and sustainable energy supply throughout the state.

Biomethane still relevant for heat transition
Municipal heat planning is progressing in Germany, which should favour the expansion of district heating networks in the medium term. According to the German Energy Agency (dena), the demand for biomethane for heat generation could quadruple, especially if waste and residual materials are used in ambitious expansion projects. Biomethane is primarily recommended for industrial process heat, peak load coverage and as a storable energy source. At the same time, uncertainties regarding subsidies and infrastructure pose a challenge for investments in renewable heat sources such as biomethane and heat pumps.

AT | According to the Compost & Biogas Association, the lack of an EEG is delaying planned biomethane projects
In Austria, numerous approved biomethane projects are awaiting the passage of the Renewable Gas Act (EGG), which was originally supposed to be passed by summer 2025. The Austrian Compost and Biogas Association is calling for a clear legal framework with binding targets of 3.2 TWh of biomethane by 2030 and 5 TWh by 2035 in order to enable investment and security of supply. Unlike hydrogen, biomethane is available in the short term – the only thing missing is the political will to implement it.

NO | Havila Biogass commissions Nordsol to build three new bio-LNG production plants
Biomethane producer Havila Biogass is working with technology partner Nordsol to build three bio-LNG plants in the Norwegian municipalities of Haugaland, Trøndelag and Innlandet, which are expected to convert local waste from agriculture and aquaculture into 100 GWh of bio-LNG per year from 2027 onwards. The projects are considered the largest national investment in biomethane and will make a key contribution to the decarbonisation of industry and transport. In addition, both companies plan to expand total production to over 700 GWh, which would more than double Norway's current biomethane supply.
UK | Refuels begins construction of a bio-CNG filling station on a major freight route in Magor
Renewable fuel specialist ReFuels has begun construction of a new bio-CNG filling station in Magor (South Wales), strategically located on the M4 – one of the UK's most important freight transport routes. The facility is expected to supply over 800 lorries daily with around 30 million kilograms of biomethane from food waste and manure, saving up to 90% CO₂ annually compared to diesel. By the end of 2028, ReFuels plans to double its UK refuelling capacity to 780 million kilograms of bio-CNG per year.
UK | Gasrec opens second biomethane filling station in Hams Hall
Filling station operator Gasrec has opened its new bio-LNG filling station in Hams Hall near the M6 and M42 motorways, which is the company's second large-scale facility with open access. The facility can currently supply up to 300 lorries per day with climate-friendly bio-LNG, with capacity set to increase to 1,000 lorries in the future. Hams Hall is part of Gasrec's national expansion drive, which includes plans for further locations in Warrington, Avonmouth and other regions over the next 18 months.
FR | Argus Media introduces first price assessments for French biomethane guarantees of origin
Argus Media is now publishing weekly price assessments for French biomethane guarantees of origin (RGGOs), offering a first in the global market. The assessments relate to subsidised biomethane fed into the grid and take into account factors such as feedstocks, certifications and ETS eligibility. France is aiming for annual biomethane production of 44 TWh by 2030 and already injected 11.6 TWh into the grid in 2024, which corresponds to around 3% of national gas consumption. The new price assessments are intended to provide greater market transparency and complement Argus' global certificate portfolio.
FR | OG Cleanfuels acquires French Proviridis Group's network of filling stations
Filling station operator OG Clean Fuels has acquired the French Proviridis Group, expanding its network of filling and charging infrastructure to around 400 locations in five countries. The 19 new multi-fuel stations in France offer bio-CNG, LNG and fast charging and are strategically located along major transport routes. The aim is to increase turnover from a planned €150 million (2026) to €500 million within five years – supported by a €150 million investment from Pioneer Point Partners. In France, OG intends to offer more bio-CNG and bio-LNG in future, focusing on a combination of regional customer loyalty and Europe-wide fleet service.
IT | PATRIZIA secures €70 million in debt financing for its bio-LNG platform
Infrastructure investor PATRIZIA has secured over €70 million in financing from UniCredit through its portfolio company Renergia to drive forward the expansion of biomethane and bio-LNG production in Italy. Renergia plans to produce up to 130 GWh of biomethane annually from 230,000 tonnes of organic and agricultural waste. The funds will be used to convert existing biogas plants and make further acquisitions, strengthening PATRIZIA's commitment to sustainable infrastructure and the circular economy.

IT | TLT advises Eiffel Investment Group and BTS on the financing of nine new biomethane plants
The Green One joint venture, consisting of BTS DevCo, a subsidiary of plant constructor and operator BTS Group, and biomethane investment fund Eiffel Gaz Vert, has secured project financing in the millions with the support of Deutsche Bank for the construction of nine new biomethane plants in Italy. The plants will produce renewable gas from agricultural residues, thereby making an important contribution to Italy's biomethane strategy under the PNIEC and PNRR, which has a target of 5.7 billion m³ by 2030. The financing strengthens Italy's circular economy and energy independence and was legally advised by the British law firm TLT.
IT | VE1 invests in leading Italian biomethane platform RE2Sources
British infrastructure investor VisionEdgeOne (VE1) is acquiring a stake of up to 50% in Italian biomethane platform RE2Sources, which was previously wholly owned by Arjun Infrastructure Partners. RE2Sources currently operates six organic waste fermentation plants with an annual capacity of 220,000 tonnes, which generate around 200 GWh of biomethane per year and feed it into the gas grid. The aim of the new partnership is to further accelerate RE2Sources' growth in the rapidly expanding Italian biomethane sector.
SG | YTL PowerSeraya and BAC Renewable Energy sign Asia's first physical bio-LNG contract
Singapore has signed Asia's first physical bio-LNG supply agreement with the conclusion of a contract between its largest energy supplier, YTL PowerSeraya, and Malaysian biomethane supplier BAC Renewable Energy (BACRE). The deal is part of the new Biomethane Sandbox pilot programme to test biomethane imports for energy production. BACRE will produce and liquefy the bio-LNG in Southeast Asia and also supply it to shipping via small LNG tankers.
BR | Zeg Biogas and Bioenergética Aroeira open first biomethane plant in Minas Gerais
The Brazilian state of Minas Gerais has opened its first biomethane plant in collaboration with plant operator Zeg Biogas and sugar cane producer Bioenergética Aroeira. The inauguration coincided with the launch of the ‘Biorota BR-050’ project, which aims to connect regional producers and consumers of renewable energy. Brazil's biomethane sector is growing rapidly, boosted by the ‘Fuel for the Future’ legislation, which stipulates mandatory CO₂ reduction through biomethane or corresponding certificates of origin from 2026 onwards. According to Rystad Energy, current production capacity is 224 million m³ per year, with potential for 200 plants and 120 million m³ per day by 2032.
