Enhanced energy efficiency in German buildings via recommendations to policy makers and concrete measures in industry.
The Alliance’s primary objectives consist of optimum regulatory and funding policy parameters and a defined improvement of market conditions.
Regulatory policies: geea calls for a reliable long-term outlook in terms of legal framework conditions:
- Tightening of the EnEV (German Energy Saving Ordinance): From a technical point of view, tightening the Ordinance for new buildings by up to 30 percent is entirely feasible; as regards existing buildings, a certain leeway should exist to avoid barriers to investment and decision-making.
- Gradual introduction of an ecological rent index
- Uniform regulations and implementation at federal and federal state level
Funding policy: geea calls for a sustainable and reliable incentive system:
- Increase and perpetuation of funding from € 2 bn a year in the short term to € 5 bn in 2020
- Expansion of a fiscal incentive system for effective energy efficiency measures
Market instruments: geaa calls for sustainable effective structures:
- Reliable information for building owners based on an expanded, comprehensive energy performance certificate (based on consumption in the case of residential buildings and on consumption/utilisation data in the case of non-residential buildings)
- Easy access to qualified experts
- Advancement of innovative services, e.g. contracting including building envelope and building services engineering
- Uniform, comprehensive communication, e.g. regarding the advantages of energy efficiency in buildings
