Russia has the largest natural gas reserves in the world and enormous oil reserves. However, exporting these resources is far more lucrative than their subsidised use in ramshackle flats, heat supply stations and industrial plants.
Russia is considered to have one of the most energy-intensive and CO2-emitting economies in the world. According to Russia's energy strategy for 2020 the current energy consumption can be reduced by nearly 50% if energy resources are used more efficiently. Although a certain amount of progress has been made in recent years, there is still a vast potential to enhance energy efficiency.
The sector with the greatest potential for savings is the energy sector, followed by industry, private households and the municipal sector.
